School/Malpas Road Traffic
Residents
of Montgomery Road complained about the traffic problem at school
start and end times on the Malpas Rd as early as 2002. We have held
various meetings and spoken to most of the local residents to try
and find a resolution to the problem. The following Newsletter was
delivered to residents in August 2003

Rougemount School Access
We have failed to reach an agreement with Rougemount School over the best way
to provide access from the Malpas Road dual carriageway. At the Neighbourhood
meeting on Monday we will be proposing solutions to the problem.
As you all know we originally responded to complaints from local residents
over existing access issues caused by parents dropping off at the school. However
after consultation with many residents we realised that a highway safety issue
was the main concern for the area. Already cars back up on to the roundabout
creating unsafe conditions on this busy road. With the introduction of a further
180 places at the school in September 2004 there is bound to be an unacceptable
increase in the potential for accidents and an unacceptable increase in nuisance
for local people.
It is crucial that we do not disadvantage local residents and we hope you will
be able to take part in discussions on Monday. We will deliver another leaflet
with the suggested changes to the access before any decision is made to allow
you to respond.
We also held a meeting
where we invited the Torfaen Chair of Planning and the Head of Planning
to a meeting where solutions were discussed. This did not result
in any usefull accord.
The school is sited
in Torfaen but the problems caused by access and egress are in Newport.
Newport City Council opted for a trial layout to see if the problem
could be eased.
When this is completed
the City Council will examine the evidence to see if it should be
continued or modified.
